Russia’s winter travel market offers a new planning opportunity for Malaysia DMCs. Longer stays remain under review; start with practical short-stay itineraries.

TTG Asia reported on 9 October 2026 that Malaysia is exploring three- to four-month winter holidays for financially secure Russian travellers. The idea followed discussions between Tourism Minister Tiong King Sing and Russian tour operator Fun & Sun Holidays (FUN&SUN). The operator also raised demand for Russian- and Uzbek-speaking interpreters in peak periods. MOTAC is examining permit requirements and the potential market. These discussions do not announce a new visa, approved longer stays or a confirmed Hari-Hari partnership.

Plan around current entry requirements

The Malaysian Embassy in Moscow currently lists visa-free visits of up to one month for Russian Federation passport holders. A proposed three- or four-month holiday must therefore be assessed separately with the relevant immigration authorities before it is sold. Hari-Hari’s suggested starting point is a 14–28-day Malaysia winter holiday, subject to each visitor’s permitted stay. A Singapore side trip does not guarantee re-entry or extend permission to remain in Malaysia.

What travel agents can prepare now

  • Build a comfortable base: request serviced accommodation with clear meal, housekeeping, laundry and cancellation terms. Combine Kuala Lumpur with a slower Langkawi beach stay or a Penang cultural programme, allowing free days rather than daily hotel changes.
  • Plan the ground services: specify airport transfers, private transport, excursions, accessibility needs and language support. Russian- or Uzbek-speaking assistance must be checked for availability and the necessary permissions; it is not guaranteed by this report.
  • Explore the B2B channel: approach Tourism Malaysia about introductions to FUN&SUN. Its Russia sales-mission release names Azrul Syafiq Zulkifli, International Promotions Division, on +603 8891 8376. Ask about partnership opportunities before preparing detailed net-rate offers.
