Malaysia’s Budget 2027 proposes extending the business-events tax incentive for three more years, covering Years of Assessment 2028–2030. Appendix 29 of the Ministry of Finance’s tax measures describes a 100% exemption on qualifying statutory income for MOTAC-certified organisers. The current incentive covers 2026–2027. This is a proposal, not confirmation that every Malaysia MICE programme or travel company qualifies.

Annual thresholds and practical planning

The existing conditions require at least 1,500 foreign participants annually for incentive trips, 2,000 for international conferences, or 3,000 for international trade exhibitions. These are annual organiser thresholds, not minimum group sizes for each event. Providing hotels, transport or ground handling does not by itself establish eligibility. Confirm the rules with MOTAC and a qualified tax adviser; ask MyCEB about business-events support and partnership opportunities.

  • For overseas agents: build corporate incentive programmes around the client’s goals, travel dates and budget. Groups from China, Singapore, India and Indonesia can request tailored proposals without assuming any tax saving.
  • For event organisers: discuss delegate arrival times, airport transfers, hotel room blocks, coach schedules and optional excursions with a Malaysia DMC. Agree who manages registration, venues and supplier contracts.
  • For longer-term partnerships: request 2027–2030 planning options, but confirm each supplier’s rate validity, availability and cancellation terms. The proposed extension may support longer planning horizons; it does not guarantee lower package prices.
  • For Hari-Hari’s partners: combine conference days with cultural visits, local dining or a private leisure extension. Keep business-event arrangements distinct from family holidays and educational tours, which are not automatically covered by this incentive.
