Budget 2027: RM935 Million Supports Malaysia Tourism into 2027
Malaysia’s Budget 2027 tourism plans bring fresh ideas for island holidays, cultural tours and international group travel.

Budget 2027, tabled on 9 October 2026, announces RM935 million for tourism and culture as the Visit Malaysia campaign continues into 2027. Business Today reports support for tourism promotions and events, jetty and heritage-site improvements, and arts and cultural activities. For overseas travel agents, the announcement is a reason to develop Malaysia programmes for next year—not a guarantee of grants or cheaper holidays. The Star describes this as approximately RM235 million more than the previous allocation.
What travellers and group planners should know
Build holidays around experiences, not incentives alone. Families could combine Kuala Lumpur with a relaxed Langkawi stay. Schools can explore heritage and local culture with clear learning goals. Corporate groups should plan meeting spaces, hotel capacity and ground transport early. Hari-Hari can help agents turn these ideas into realistic itineraries, with availability and costs confirmed before booking.

- Connectivity: announced matching grants target new direct and charter routes from China, India, Central Asia and Europe, with support extended to inbound cruises, ferries and tour buses. New services still need operator confirmation.
- Island stays: the official tax appendix proposes a RM10,000 allowance for eligible new goods taken from Langkawi or Labuan into Malaysia’s principal customs area after at least 48 hours, from 1 January 2027. Exclusions include alcohol, tobacco, vaping products, tyres and tubes; check Customs rules before shopping.
- Local spending: expanded exemptions for eligible Langkawi-made products and QR payments at 15 locations, including resort islands, are also announced. Travellers should still check payment acceptance.
- Events: announced rebates concern venues holding at least 10,000 spectators. The proposed extension of incentives for qualifying international incentive trips, conferences and trade exhibitions covers assessment years 2028–2030; this is not an automatic discount for every group.
- B2B action 1 — Transport grants: ask Tourism Malaysia for application guidelines, start dates and whether licensed DMCs may participate with overseas operators. Specifically ask about Singapore–Malaysia and Thailand–Malaysia coach groups. Do not commit expenditure assuming funding is available.
- B2B action 2 — 2027 rates: negotiate net rates with Malaysian hotels, coach operators and attractions. Prepare separate proposals for agencies in China, India, Central Asia and Europe, with clear validity dates, group sizes and cancellation terms.
- B2B action 3 — Premium Langkawi: combine accommodation, private excursions and optional shopping. Allow at least 48 hours if relying on the proposed allowance, and verify implementation and Customs conditions. Build the holiday around experiences rather than a promised tax saving.
